For five decades, the IRF has been awarding educational grants for graduate-level study in transportation-related curricula. The IRF Fellowship Program has graduated 1,264 students from 110 countries, who have attended 88 universities in 13 countries. International Competition of Road Development Projects
The IRF's Global Road Achievement Awards program is a competition to honor and recognize IRF members that demonstrate excellence and innovation in road development worldwide. Winners are profiled in IRF's Book of Winning Projects and World Highways.

IRF's Executive Seminars are specifically targeted at road professionals from developing countries or countries in economic transition seeking to adopt a business approach to their road-related activities. Dr. Mino Award of Excellence The Award, bestowed every four years at the IRF World Meeting, was developed to recognize and honour outstanding graduates of the IRF Fellowship Program who have leveraged their educational experience to make outstanding achievements in roadway development and planning around the world.
